What exactly are Canadian Designated Learning Institutions?
As previously stated, Canadian Designated Learning Institutions (DLIs) are schools in Canada for international students; that is, institutions that have been certified by Canada’s provincial government to admit international students.
That is to say, if you want to come to Canada to study, you must produce proof of acceptance from a Designated Learning Institution in Canada in order to obtain a Canadian study permit.

How Do I Obtain a Study Permit in Canada?
It takes two steps to study in Canada.
The initial step is to apply to a designated learning institution in Canada to study, and once admitted, you will need to obtain a study permit from the IRCC (Immigration, Refugees, and Citizenship Canada) to continue your studies in Canada.
These are the four processes involved in applying for a study permit in Canada.
You can always transition between specified learning institutions, programs, fields of study, or levels of study after receiving your Canadian study permission without having to apply for a new study permit.
To do so, simply notify the IRCC of your plan to change universities, while verifying that your new choice of university is a designated learning institution in Canada.
And, once your transfer request has been approved, you must tell the IRCC of your current change in institutions; this may be done easily online using your MyCIC account.
